On July 7, 2026, Yangpu International Container Terminal in Hainan successfully completed China's first bonded LNG ISO tank international transshipment operation. A total of 20 bonded liquefied natural gas (LNG) ISO tanks were loaded onto the Hong Kong-flagged vessel Yong Sheng 99 and shipped to Vietnam. The vessel arrived at Yangpu after loading cargo in Guangdong and will return to Vietnam following transshipment.

I. Background and Operational Process

According to Hainan Port & Shipping International Port Co., Ltd., the LNG ISO tanks were handled as bonded cargo and directly loaded alongside the vessel at Yangpu Port. After arriving in Vietnam, the cargo will continue by land transport to Cambodia, demonstrating Yangpu Port's newly established capability to conduct bonded LNG ISO tank international transshipment operations.

LNG ISO tanks transport cryogenic hazardous cargo and require stringent safety management throughout the logistics process. To ensure safe operations, Yangpu Maritime Safety Administration implemented a comprehensive supervision framework covering hazardous cargo declaration, tank certification, cargo segregation, and fire, explosion, and leakage prevention measures.

II. Significance

The successful completion of this operation further expands Yangpu Port's high-end energy logistics services and strengthens Hainan Free Trade Port's cross-border LNG trade capabilities.

According to Hainan Port & Shipping International Port Co., Ltd., Yangpu International Container Terminal will continue optimizing LNG ISO tank transshipment procedures and leverage the Free Trade Port policy framework to develop an international, standardized, and professional energy logistics hub.

Industry Insight

Trade compliance requirements across Southeast Asia continue to tighten.

On June 16, 2026, Vietnam Customs issued Official Letter No. 17552/CHQ-GSQL, strengthening origin verification and labeling inspections for imports and exports, with 18 categories of goods designated as high-risk products. Earlier, on June 11, Singapore Customs initiated criminal proceedings against three companies and three individuals for false declarations of origin.

Against this backdrop, Yangpu Port's bonded LNG transshipment service provides a compliant logistics solution for energy cargo moving through the Hainan Free Trade Port to Southeast Asia. Shipping companies and energy traders are advised to closely monitor regulatory developments while optimizing LNG ISO tank transportation and compliance management.
